You can find particular recipes to get Orb of Likelihood from vendors, called the Chance Recipes. Beneath is what you will need to buy poe orbs towards the vendor to get Orb of Likelihood from them:

2 x Identified rare items with the similar name - provides 1 Orb of Chance.

Full rare set with lowest item level amongst 1 and 59 - offers 1 Orb of Chance. This can be identified because of the Chaos Orb recipe but with items pre-level 60. If all Items are level 60+ except for 1, you get an Orb of Opportunity as opposed to Chaos.

Full rare set with lowest item level among 1 and 59, all unidentified or all 20% excellent cheap poe chaos orbs - offers two Orb of Possibility. Again, identical because of the two Chaos Recipe.
